Emma A. Kowalenko
President
Environmental and Land Use Planning, Change Management, Business Development and Marketing Consultant, as well as Researcher, Technical Writer, Editor, and Communication Specialist, Emma Kowalenko holds a Master’s Degree in history. She has more than 25 years of professional experience. Under her ownership and management Kowalenko Consulting Group, Inc. (KCG) has been providing management, engineering, environmental, transportation planning, research, training, information technology, and technical support services to a variety of public and private sector clients. She manages Environmental Site and Impact Assessment as well as Change Management projects. She directs research efforts related to historical land use, feasibility, alternatives, and socio-economic and historical impact studies. Ms. Kowalenko is fluent in Spanish, French, Polish, Ukrainian, and Russian.
She leads the company’s business development efforts. She has trained professionals in communication skills and facilitated team building as well as foreign language immersion workshops. Ms. Kowalenko is an active member of the Society of American Engineers, Chicago and Lake Michigan Posts. She has served as Communication Chair, Board Member, and most recently Vice President of the S.A.M.E. Lake Michigan Post beginning January 2009. She serves as co-chair of the S.A.M.E. Chicago Post Communication Committee and is also on the Outreach, Yellow Ribbon, and Small Business Committees.
Anthony J. Bilotti, Ph.D., M.P.H.
Director, Technical Services
Anthony
Bilotti, in a professional career of twenty-six years has advised
government and private sector clients in management, environmental
assessment and protection initiatives, planning and development of
transportation improvements, industrial and commercial redevelopment,
and technological resource planning. He holds a Ph.D. in Health Policy
and the Master of Public Health in Environmental and Occupational
Health from the University of Illinois at Chicago. At Kowalenko
Consulting Group, Inc. Dr. Bilotti manages projects involving
environmental and transportation planning. He has an appointment as an
adjunct assistant professor at the University of Illinois at Chicago
School of Public Health and is an active member of the S.A.M.E. Lake
Michigan and Chicago Posts. He currently serves as the Chair of the
Readiness and Homeland Security Committee for the S.A.M.E. Lake
Michigan Post. Prior to joining the firm in 1993, Dr. Bilotti was Director of the University of Illinois at Chicago School of Public Health Midwest Training Center for Environmental and Industrial Health. He was also Senior Planner with a nationally recognized engineering firm, managing the conduct of environmental assessments associated with major infrastructure projects. Dr. Bilotti is Chair of the S.A.M.E. Lake Michigan Post Readiness & Homeland Security Committee and more recently S.A.M.E. Regional Chair for Readiness & Homeland Security. He serves on the S.A.M.E. Chicago Post Readiness & Homeland Security Committee. He is also active on the Outreach and Yellow Ribbon Committees of the Lake Michigan Post.
Carolyn Cullen
Environmental Planner, GIS and Information Systems Manager
Carolyn Cullen holds M.S. and B.S. degrees in Computer Science and an M.A. degree in Geography & Environmental Studies. In more than ten years with KCG Ms. Cullen has served in key roles in transportation and environmental projects. She leads the Geographic Information Systems (GIS) practice at KCG. Her responsibilities include GIS database development and customization to transportation, ecological, environmental planning. She manages information management related to environmental assessment, impact, transportation feasibility, socio-economic, and ecological studies. Ms. Cullen brings her valuable technical writing and information technology skills to every task. In addition she has conducted railroad noise measurement and modeling. Her information project development background includes the full spectrum of software development, from conception and specification writing through design, implementation, testing and documentation.
Tracy L. Hofmann, P.E.
Environmental Engineer, Project Manager
Tracy Hofmann has sixteen years of engineering experience in the field of environmental investigation, remediation and restoration. She is a licensed Professional Engineer in Illinois and holds a Bachelor of Science in Chemical Engineering. Her expertise includes risk-based remediation, designing in-situ and bioremediation systems, groundwater and industrial wastewater treatment systems and environmental site assessments. At KCG her responsibilities include remediation project management, laboratory data interpretation, and environmental compliance review for the IEPA's No Further Remediation (NFR) process for public and private sector clients. Ms. Hofmann has designed and performed assessments and pilot studies for soil vapor extraction, bioventing, air sparging and natural attenuation at petroleum-impacted sites for a major pipeline and oil company.
Suzanne Kilner, AICP
Senior Environmental Planner
Suzanne Kilner has over 30 years of experience in the environmental, natural resources, and land use planning arenas. She hold a Master of Forestry Science Degree in Resource Management, Terrestrial Ecology, and Land Use Planning. For KCG Ms. Kilner conducts NEPA related studies for a variety of transportation projects. During her career, her responsibilities have been far ranging in the private and public sectors. Clients have included the Illinois and Wisconsin Departments of Transportation. She has also completed municipal and regional solid waste plans that included marketing and cost studies as well as ecological sampling, water quality analyses, wetland delineation quality control, and socio economic studies. She has prepared stormwater permits, implemented environmental regulations for hazardous materials and municipal recycling plans, and formulated zoning ordinances for sensitive natural resource areas.
Robert I. Foster, P.E.
Environmental Engineer, Sr. Project Manager
Mr. Foster has over 29 years of experience in environmental consulting, with extensive experience in various compliance inspections and site assessments to support enforcement, property transfer, and development projects. He assisted the U.S. Army establish its environmental auditing program, developed and tested field investigation procedures for U.S. EPA's RCRA corrective action program, demonstrated hazardous waste site remediation and monitoring technologies for EPA's Superfund Innovative Technology Evaluation (SITE) program, and worked through many of the issues of guaranteed fixed price remediation (GFPR) projects. He has managed several large multidisciplinary multimedia environmental contracts and projects for governmental clients including U.S. Army, U.S. Army Corps of Engineers, and U.S. Environmental Protection Agency (EPA), and various state and local governmental agencies.
From 1994 to 2003, he was program manager for a multimedia environmental services contract with the Army Materiel Command (AMC), now Army Installation Management Agency (IMA) under which teams across the U.S. supported efforts under the Army's four environmental pillars -- compliance, cleanup, pollution prevention, and conservation. Mr. Foster has also served as key technical environmental and quality assurance (QA) and quality control (QC) reviewer on many individual projects under several Federal and state government contracts. He was QC Manager for railroad line relocation under O’Hare Modernization (Expansion) Program. He was a QA Coordinator for two large projects under the Comprehensive Long-Term Environmental Cleanup Navy (CLEAN) program. Mr. Foster is a Past President of the Society of American Military Engineers (S.A.M.E.) Chicago Post and a Past President of the Illinois Engineering Council (IEC). He serves on the Board of the S.A.M.E. Chicago Post.
Hoss Najjar-Pour, P.G.
Senior Geologist, Environmental Scientist
Hoss Najjar-Pour has over seventeen years of consulting experience in construction and environmental-related projects including indoor air pollution studies, lead and asbestos project management, environmental property assessments, subsurface soil investigation, groundwater sampling and monitoring, and underground storage tank removal. He holds a Master of Science degree in Earth Science and is a licensed Professional Geologist. He is a certified Asbestos Project Manager and Air Sampling Professional. As Senior Environmental Geologist/Project Manager for KCG, his responsibilities include monitoring of work practices for compliance with OSHA/EPA and other governmental regulations, supervision of monitor well installations, and map preparation. In addition Mr. Najjar-Pour performs building asbestos and lead surveys for schools, federal facilities, and private sector structures during which he reviews asbestos management plans and particular site technical specifications, keeps track of contractor's submittal, performs background, clearance, on-going air sampling duties, and writes final technical reports according to Illinois Department of Public Health (IDPH) regulations.
Mark C. Simmons
Environmental Scientist, Project Manager, Indoor Air Quality Specialist
Mark Simmons has more than eight years of experience conducting and managing industrial hygiene and environmental projects, ranging from environmental investigations of residential, commercial and public buildings to full-scale abatement projects in schools and commercial and public buildings. Mr. Simmons holds a Master of Science in Degree in Environmental Biology and is an Illinois Department of Public Health (IDPH) approved Asbestos Inspector and Contractor/Supervisor Instructor. For KCG projects Mr. Simmons utilizes his skills in his areas of expertise that include indoor environmental quality surveys; asbestos and lead surveys; mitigation/abatement project design, contract documents and management; hazardous materials surveys; OSHA compliance monitoring; safety audits and risk assessments; and construction management. Clients include school districts, insurance companies, non-for-profit organizations, financial institutions, municipalities and property management companies.
